Petrolina Advances €533M ‘Land of Tomorrow’ Masterplan In Larnaca

A massive urban renewal initiative on the southern coast of Cyprus is moving closer to reality. Petrolina (Holdings) Public Ltd has officially advanced its landmark €533 million mixed use mega project, ‘Land of Tomorrow,’ by submitting its comprehensive Environmental Impact Assessment (EIA) for regulatory vetting.

The submission represents a pivotal step for the multi-million euro regeneration development, which is slated to breathe new life into the strategic coastal corridor previously occupied by the historic Larnaca oil refinery. The entire masterplan is designed as a phased rollout, with construction mapped out across five distinct stages over an estimated 15 year timeline.

A Multipurpose Coastal Hub: What is Planned?

The blueprint for the ‘Land of Tomorrow’ aims to replace the former heavy industrial site along the Larnaca-Dhekelia road with a vibrant commercial, residential, and tourism ecosystem.

According to the project’s development pipeline, the finished district will feature:

  • Premium Hospitality: A luxury seaside resort alongside an urban business hotel equipped with modern conference and exhibition centers.

  • Commercial & Corporate Real Estate: State of the art office blocks paired with dedicated retail and shopping areas.

  • Living & Leisure: Interconnected residential neighborhoods integrated with extensive public parklands, green spaces, and entertainment venues.

  • Industrial Heritage Tourism: Future planning stages are expected to introduce cultural landmarks, including art galleries, exhibition halls, and a dedicated museum celebrating the history of the original refinery and Cyprus’ fuel distribution legacy.

While applications for land subdivision and the demolition of old infrastructure have already been filed with authorities, these specific preparatory works sit outside the current EIA review.

Industrial Cleanup and Environmental Protections

Because the project sits entirely on a legacy industrial footprint, extensive Environmental Baseline Studies were mandated to analyze the local soil and groundwater. The findings confirmed that targeted remediation was necessary to clear historical contamination. Clean-up and soil restoration operations are already underway across several designated plots following green lights from local environmental watchdogs.

The EIA report also highlights key geographical and ecological parameters keeping the project safe:

  • Waterways: The nearest construction plot sits roughly 80 meters away from the Archangelos-Kammitsis River and its tributary.

  • Flood Mitigation: A robust network of stormwater channels is integrated into the area to safely funnel heavy rainwater directly to the sea.

  • Zero Zone Conflict: The designated plot does not overlap with any drinking water borehole safeguards, groundwater protection zones, or Nitrate Vulnerable Zones.

If the Environmental Authority grants its final stamp of approval, Petrolina’s massive undertaking will officially transition into the active development phase, establishing itself as one of the most significant real estate transformations in modern Cypriot history.
