  2. Landlord Autonomy: Grant property owners greater freedom to choose tenants and set competitive rental rates, provided they commit to a minimum three year lease.

  3. Streamlined State Oversight: Focus government verification primarily on confirming prior vacancy, completion of renovation work, and lease execution.
