Residential Development Explosion Sees Cyprus Apartment Units Rise by 44%

Construction activity across the island reached new heights during the first eleven months of 2025, as high density residential projects became the primary engine of economic growth. Fresh data from the Cyprus Statistical Service (Cystat), published on March 13, 2026, reveals that the total floor area authorized for new developments surged by 35.3%, totaling nearly 2.95 million square meters.

The financial scale of this building boom is equally significant, with the total value of licensed projects hitting €3.59 billion, a 31.8% jump compared to the same period in 2024.

The Housing Explosion: Apartments Lead the Way

The data reveals a decisive shift toward urban density. While the total number of permits issued rose by a healthy 13.9%, the sheer volume of planned housing units tells the real story. Developers have greenlit plans for 14,401 new homes, a 36.1% increase year-on-year.

A breakdown of these units highlights the dominance of the apartment sector:

  • Apartments (Residential Blocks): 9,586 units (+44.1%)

  • Detached Houses: 3,507 units (+35.2%)

  • Semi-Detached Homes: 1,069 units (+42.0%)

Conversely, the commercial sector has cooled significantly. Permits for non-residential buildings, including offices and retail spaces, saw a sharp decline of 24.3%.

Infrastructure and Civil Works: A Mixed Bag

Beyond housing, the construction landscape showed diverging trends. While civil engineering projects saw a 20.3% rise in permits and plot subdivisions climbed 14.8%, public infrastructure lagged behind. Specifically, permits for road construction projects plummeted by 33.3% compared to the previous year.

The Digital Transition and Ippodamos Challenges

This surge in activity comes during a major administrative overhaul. Since July 1, 2024, the authority to issue permits shifted from local municipalities to the new District Local Government Organizations (DLGOs). This reform also introduced the ‘Ippodamos’ digital platform, designed to streamline applications.

However, the transition hasn’t been without friction. Cystat noted that technical and procedural challenges during the early months of the reform initially hampered data production. More critically, the Property Developers Association has recently raised alarms, warning that the time required to authorize a permit now often exceeds the time it takes to actually build the project.

November Snapshot: A Strong Finish

Closing out the reported period, November 2025 alone saw 850 permits issued. These authorizations paved the way for 1,631 new residential units, with a total monthly project value of approximately €382.9 million.

As the island moves further into 2026, the focus remains on whether the new DLGOs and the digital ‘Ippodamos’ system can resolve processing delays to keep up with the soaring demand for residential housing.
