Real Estate Developers Push For Mandatory Vehicle-Style MOT Building Safety Checks

Following recent structural failures, the Cyprus Land and Building Developers Association is urging lawmakers to enact an overhaul of national building safety legislation during the upcoming parliamentary term.

Speaking on behalf of the organization, Director General Mersina Isidorou emphasized that public safety requires a shift toward structured prevention rather than reactive emergency responses. Central to the association’s demands is a mandatory technical inspection framework, modeled on automotive MOT tests, designed to catch structural degradation before it poses a fatal risk to occupants.

Key Legislative Priorities

  • Roads and Buildings Regulation Law Amendments: The association demands that Parliament review and enact pending reforms targeting hazardous structures before the end of autumn.

  • Mandatory Periodic Inspections (“Building MOT”): Implementation of routine technical audits to evaluate older properties and ensure timely structural maintenance.

  • Overhaul of Jointly-Owned Building Laws: Unsticking reforms frozen since 2023 to establish clearer guidelines for co-owned properties and multi-apartment blocks.

Recent Tragedies Highlight Urgent Need for Reform

The developer group pointed to structural failures in Limassol as evidence that existing maintenance oversight is insufficient:

  • Germasogeia Partial Collapse (April): A structural failure resulting in two fatalities.

  • Kapsalos Balcony Collapse (June): Balconies detaching from a seven-story residential complex, highlighting risks across aging high-density housing stock.

Empowering Management Committees & Capital Reserves

To ensure multi-unit residential properties remain structurally sound over time, the association is pressing for stronger statutory powers for building Management Committees. The proposed framework would mandate:

  • Sinking & Reserve Funds: Mandatory financial reserves set aside specifically for structural repairs and preventative maintenance.

  • Enforcement & Intervention Powers: Fast tracked legal mechanisms enabling management bodies to resolve safety compliance issues and perform urgent interventions without regulatory delays.
