Larnaca Local Government Decongests Paper Backlog, Sets 10 Year Record for Permits Issued

Following two years of operation under the overhauled local governance framework, the Larnaca District Local Government Organization (EOA Larnaca) announced significant progress in tackling its inherited licensing bottleneck. The authority has cleared nearly nine out of ten paper based applications, freeing up operational capacity to accelerate digital processing across the district.

Overcoming Reform Teething Issues to Clear 86.6% of Files

When District Local Government Organizations were established on July 1, 2024, EOA Larnaca took ownership of 4,283 physical permit files. The agency faced immediate structural headwinds, including staffing shortages, merging separate urban planning and building control authorities, and software glitches within the government’s newly deployed Ippodamos digital portal.

Despite these hurdles, EOA Larnaca has processed 3,707 physical files to date.

Physical Application Breakdown

• Urban Planning Applications: 1,280 cleared out of 1,683 received (403 remaining).

• Building Permits: 2,427 cleared out of 2,600 received (173 remaining).

With the physical backlog now down to just 576 cases (13.4% of the original volume), officials state that the review of legacy paper files is in its final stages.

Pivoting Operations to the Ippodamos Digital Portal

By systematically clearing physical cases, EOA Larnaca is shifting its workforce focus to evaluate electronic submissions entered through the Ippodamos system. The authority is actively processing:

• 1,642 digital urban planning applications

• 679 digital building applications
