The 16 member companies of Cyprus’s Association of Large Developments are currently managing major real estate and infrastructure investments exceeding €8 billion, according to Association President Andreas Dimitriadis.
Speaking at the association’s general assembly, in the presence of Republic of Cyprus President Nikos Christodoulides, Dimitriadis outlined how high impact projects are reshaping the island’s economic landscape while urging government action to unblock stalled investments, modernize administrative procedures, and lower energy costs.
€8 Billion Investment Portfolio Overview
The project portfolio managed by the Association’s members targets key sectors intended to upgrade Cyprus’s national investment footprint:
| Investment Sector | Primary Infrastructure & Project Types | Economic Impact |
| Leisure & Maritime | Marinas, luxury coastal resorts, golf courses | Boosts high-end tourism and year-round visitor arrivals |
| Hospitality & Gaming | Integrated casino resorts, mixed-use tourist complexes | Attracts international capital and increases public revenues |
| Education & Healthcare | Modern university campuses, specialized medical centers | Drives human resource recruitment and skilled job creation |
| Tech & Innovation | Technological hubs and dedicated research parks | Strengthens Cyprus as a regional business base |
Strategic Priorities and Regulatory Demands
1. Unblocking Stagnant Projects & Creating a Dedicated Taskforce
Dimitriadis emphasized the massive economic footprint of golf courses and specialized developments, calling for a dedicated inter-ministerial taskforce to resolve long-standing regulatory bottlenecks holding back stalled projects.
2. Enhancing the One-Stop Shop & Licensing Framework
Critiquing the performance of the fast-track licensing mechanism enacted under the 2023 Law on the Facilitation of Strategic Development Projects (implemented late 2024), Dimitriadis revealed that only a single project application has been approved to date. To fix these administrative delays, the Association recommends:
-
Establishing a dedicated Deputy Ministry of Development and Competitiveness.
-
Implementing a functional, fully operational one-stop shop for strategic investors.
-
Conducting structured consultations with private stakeholders to eliminate licensing friction.
3. Energy Transition & Predictable Costs
Addressing President Christodoulides directly, Dimitriadis urged the state to publish a binding, reliable timetable for key energy milestones:
-
Storage & Grid Capacity: Integrating Renewable Energy Sources (RES) with adequate battery storage and grid infrastructure.
-
Natural Gas Supply: Securing the arrival of natural gas to lower utility costs for commercial operators and households.
