Cyprus Relaunches Affordable Land Scheme

In a major policy shift targeting the island’s housing crisis, affordable state owned building plots are set to return to Cyprus for the first time in nearly 15 years.

The initiative, which originally ended in 2012, is being revived through a dual channel approach involving the Cyprus Land Development Organisation (KOAG) and the Ministry of the Interior. In a notable strategic shift, KOAG will sell ready to build residential plots directly to eligible applicants rather than limiting its operations to finished housing complexes.

135 Plots Slated Across Four Districts

KOAG Chairman Thiseas Ioannou confirmed that the organization is finalizing procedures to release 135 affordable residential plots spread throughout Nicosia, Limassol, Larnaca, and Paphos.

The parcels are expected to average roughly 520 square meters each and will be priced at roughly one-third of current market values in their respective areas. KOAG is currently waiting on final planning and building approvals from newly formed District Local Government Organisations to begin the official rollout.

The current pipeline includes:

  • Ypsonas (Limassol): 36 plots (awaiting building permits)

  • Kokkinotrimithia (Nicosia): 44 plots (awaiting building permits)

  • Timi (Paphos): 31 plots (awaiting planning approval)

  • Dromolaxia (Larnaca): 26 plots (awaiting planning approval)

Income restrictions and social eligibility requirements will mirror the criteria already used for KOAG’s affordable housing initiatives.

Interior Ministry Framework Offers 75% Discount

Running parallel to KOAG’s program, the Ministry of the Interior is advancing a separate legislative framework to distribute state land via local municipalities. The draft bill is currently undergoing technical and legislative scrutiny by the state’s legal services.

Under this secondary program, local councils will identify areas with high housing demands or underutilized state land. The Ministry will manage the subdivision of the properties before handing allocation and sales responsibilities over to the municipalities.

Crucially, pricing for these specific plots will be tied directly to official land registry data, with early indications suggesting qualifying buyers could purchase land at just 25% of its assessed official value.

Expected Deployment Timeline

The initial wave of plots could hit the market later this year, provided local district governance boards issue the remaining development permits without administrative delays.

Because the Ministry of the Interior’s municipal framework requires finalized legislation, its rollout will take longer to implement. Nevertheless, the return of cheap state-backed land marks a massive milestone in domestic housing policy, offering a realistic path to homeownership for low and middle income families priced out by soaring market costs.
