Cyprus Property Valuers Issue Warning Over Online Estimate Tools

Homeowners, real estate buyers, and institutional investors in Cyprus are being urged to treat automated property valuation tools with caution. The Cyprus Association of Property Valuation Professionals (SEEAK) issued a comprehensive public advisory warning that digital algorithms and online estimation platforms cannot replace professional, physical appraisals conducted by licensed experts.

While acknowledging that web based automated valuation models (AVMs) can offer a convenient initial benchmark for property prices, SEEAK stressed that these tools rely heavily on generalized public data and standard assumptions. As a result, digital platforms regularly fail to capture unique site specifics, structural wear and tear, recent renovations, and localized market nuances that determine actual asset values.

To illustrate the point, SEEAK drew a parallel to medical internet searches: searching symptoms online may offer preliminary information, but it can never substitute a doctor’s clinical diagnosis. Similarly, an automated property score cannot replace an on-site physical inspection by a qualified expert.

Global Valuation Frameworks & Regulatory Alignment

SEEAK emphasized that its stance reflects mandatory guidance established by major European and international supervisory authorities, which explicitly separate statistical models from formal property appraisals:

  • International Valuation Standards Council (IVSC): Under the updated IVS 2025 framework (effective January 31, 2025), a fully automated algorithm operating without expert human oversight is incapable of producing a compliant valuation report. The IVSC mandates that licensed valuers remain legally responsible for data selection, model verification, and overall accuracy.

  • Royal Institution of Chartered Surveyors (RICS): Under the global RICS Red Book standards, AI-generated estimates or software driven outputs carry formal legal weight only if reviewed and endorsed by a qualified professional valuer.

  • European Banking Authority (EBA) & TEGoVA: European banking rules for loan origination require collateral real estate to be appraised by an accredited professional. While financial institutions may use advanced statistical software as background support, the primary appraisal responsibility rests with the human valuer.

Legal Requirements for Real Estate Appraisals in Cyprus

In Cyprus, real estate valuation is a strictly regulated discipline. Legally recognized appraisals, required for mortgage approvals, court proceedings, tax assessments, or major commercial acquisitions, must be executed exclusively by registered members of the Cyprus Scientific and Technical Chamber (ETEK) who hold valid practice licenses in the property valuation discipline.

SEEAK reiterated that while technology serves as a valuable analytical tool for industry professionals, ultimate reliance for major financial and investment decisions must stay grounded in human expertise and thorough on-site physical evaluation.
