Starting from October 2, 2024, Cyprus will no longer require mandatory construction licences for certain low-risk building projects. This change specifically applies to the construction of one or two residential buildings, provided specific conditions are met.
This update was recently announced by Interior Minister Constantinos Ioannou. The main goal of this reform is to streamline the application process for builders and reduce administrative pressure on local authorities. Under the new regulations, licences for eligible projects will be automatically granted based on a checklist completed by planners. This change is part of a broader 22-point plan aimed at reforming the construction permit system.
Key Conditions for Exemption:
The project must not interfere with existing road infrastructure plans.
A maximum of two residential units is allowed per plot.
The development must comply with all zoning and regulatory guidelines.
Height and floor restrictions must not be exceeded, unless additional permits are acquired.
The land must not be in areas of special character or subject to environmental regulations.
The site must not be accessed directly from a national highway or main road.
This move is expected to simplify the construction process for smaller-scale residential projects and help accelerate development in the country.
