Ports Authority To Unveil Unified Master Plan

State officials have reconfirmed their absolute commitment to the long awaited redevelopment of Larnaca’s port and marina, acknowledging local impatience and setting a concrete deadline to present the project’s new roadmap.

Speaking on the matter, Transport, Communications, and Works Minister Alexis Vafeadis stated that getting heavy machinery on-site remains the primary objective to reassure the local community.

A Unified Vision Under State Control

Following a high level presidential meeting chaired by President Nikos Christodoulides, the state officially reassigned the entire master plan and execution framework to the Cyprus Ports Authority (CPA). The decision marks a major shift toward state led management after previous private concession complications.

The Minister is scheduled to meet with the Ports Authority to review the final details of their structural study. This assessment will formally map out:

  • The Phased Timetable: Identifying exactly when physical construction will commence.

  • Cost Calculations: Finalizing the budget for the port, marina, and onshore real estate zones.

  • Implementation Methods: Structuring how public-private cooperation will unfold.

The Ports Authority is strictly mandated to present this finalized layout to Larnaca’s local authorities and residents on June 30.

Balancing Public Spaces with Commercial Reality

The onshore portion of the project spans a massive 50,000 square meters of newly available land. Minister Vafeadis noted that while hospitality venues like hotels are on the table, any commercial additions must leave sufficient room for civic urban development, including dining hubs, retail storefronts, and public parks.

However, because these specific commercial real estate assets must be financed by the private sector rather than the Ports Authority, the government is emphasizing financial viability. The CPA may bring in external economic specialists to ensure the land projects are sufficiently lucrative to attract sustainable private backing.
