Digital Signature to Launch in Cyprus by Late September

Cyprus is set to introduce electronic signatures by the end of September, as announced by the Ministry of Innovation on Monday, September 16. This initiative aims to simplify interactions between Cypriot citizens and government agencies, significantly reducing the need for physical presence in many processes where a digital signature can now be used.

The implementation of digital signatures will streamline procedures such as tax documentation, banking transactions, and other interactions between individuals and government bodies. It is anticipated that this shift will not only save time but also reduce bureaucracy, allowing citizens to avoid sending documents via courier services, thus lowering associated costs.

Deputy Minister of Research, Technology, and Digital Policy, Nicodimos Damianou, confirmed that the proposal has been submitted to the Council of Ministers and a decision is expected by the end of September. He expressed optimism about the impact of this initiative, saying, “This innovation will significantly improve the daily lives of our citizens.” Damianou also emphasized that the government is committed to offering free electronic identification and signature services by the end of the year.

In addition to the electronic signature, Damianou mentioned the upcoming launch of a digital assistant, which will be introduced in October. This tool will be available on the newly launched government portal, which went live in mid-July, and will provide round-the-clock assistance to residents seeking information on public services.

It is important to note that the use of electronic signatures, as well as electronic seals and documents in Cyprus, is governed by the EU Regulation 910/2014/EC (eIDAS) and Cyprus Law 55(I)/2018. Under the eIDAS Regulation, there are three types of electronic signatures:

Standard Electronic Signature: Any data in electronic form that is attached or logically associated with other electronic data, such as a name in an email or biometric data. No third-party verification is required.
Advanced Electronic Signature: Created using public key infrastructure (PKI) and inserted into the electronic document’s code, with authenticity verified through a digital certificate issued by a trust service provider.
Qualified Electronic Signature: A highly secure digital signature created using an electronic signature device and accompanied by a digital certificate.
The digital signature rollout marks a significant step towards modernizing Cyprus’s administrative processes and making public services more accessible and efficient.
